What Is the Neighborhood Assistance Program?
Pennsylvania's Neighborhood Assistance Program (NAP) gives businesses a powerful incentive to invest in their communities — and their bottom line. When a business contributes to an eligible nonprofit project, it can receive a state tax credit worth up to 65% of the contribution amount. That means a $10,000 donation could translate into a $6,500 credit against your Pennsylvania tax bill.
Who Can Participate?
Any Pennsylvania business that contributes to a qualifying project can apply. The projects must:
- Serve a distressed area or support neighborhood conservation
- Fall into one of these categories: affordable housing, community services, crime prevention, education, job training, or neighborhood assistance
The nonprofit receiving the contribution must be operating an approved project in one of these areas.

Is This Worth It for Your Business?
If your business operates in Pennsylvania and pays state taxes, this program is worth a close look. A 65% tax credit is unusually generous — most incentive programs top out at 20–25%. Even a modest contribution to a qualifying nonprofit can meaningfully reduce your annual tax liability while supporting important community work.
